I would say both; the manga for details that aren't seen in the movie, and also getting a sense of the world of neo tokyo. The movie so the devs know what type of visual fluidity they should be going for.

Well, if you want to get to the gritty details, Akira had started being published before Blade Runner's shoot. But since there was no translation I doubt Akira influenced the movie.

I would actually prefer if rockstar tried to make the game look more like the movie. cel shaded but not too heavily.
After playing The Division, I think Massive would do it pretty well. Never seen a denser gameworld.
