The fairly minor scaling in Skyrim is better than the non-existing one in Morrowind and the horrible one in Oblivion.

This. I also want to be a Mary Sue with no direction or expertise that's literally good at every single type of skill. Being a mage or a warrior is lame. Ultimately his kind of point is that in Skyrim it's possible to be an epic lolmaster of every skill and weapon type in the game all at once, and it's true, unlike the other games, BUT, the thing is that he somehow assumes that more options are bad, and that players aren't going to stick to their archetype.
Ultimately it's a win-win situation because casuals can make a character skilled in everything and people interested in RP can just make their archetype and stick to it.

Remove the theft parameter cap.
Remove the physical defence cap.
Remove movement speed cap.
Remove the enchanting restrictions.
Add spell crafting.
Make spells actually scale.
Make ranged weapons scale better.
Add spears the fuck back in. The spear is like the most typical norse weapon there ever was, and in previous mentions of Skyrim in TES couldn't shut up about spears either. It makes no sense to have them retconned out of the world when Skyrim actually received a game of its own.

Sword-figthing is shallow.
Spell-casting is pretty boring. Aside from destruction spells anything else magic-related is useless.
Stealth is too easy to the point I can run around full-daedra and stealth-execute enemies with a two handed hammer.
