The puzzles in The Witness have a perfect difficulty curve.
They introduce you to a new idea with simple puzzles that quickly get harder. The thing with puzzles is, you need at least some sort of hinting at how its solved. Some of the older point and clicks were especially horrible in that regard that they gave you no fucking possibility of figuring something out without simply using everything on everything.

Hard puzzles are fine. Puzzles that have no clear indication of how you should solve them, either because they revolve around an unused mechanic (Super Metroid Noob Bridge) or an item that was easy to miss (999) aren't "good" puzzles. They're bad in design because they rely on things other than ability.

if it feels like you're grasping at straws and when you find the answer you don't see how one would figure that out on their own then it's "too hard"
