That's the Era where the cost of development was low enough for creative studios to produce new game ideas that were up to par. After that Gen, AAA games cost too much for developers to want to take risks. That's why games are so shitty now. Nobody takes risks.

I don't know if those are the exact years I would use, but if we're talking those two gens, yes. Creativity was at an all time high with the advent of 3D games and studios were still investing in more niche/complex titles. The 'cinematic" trend hadn't taken over completely and microtransation was not a concept yet.
