No, CPU wise Intel i5 or higher is mandatory, especially for Dolphin. Most emulators aren't too GPU dependent, but you still need a discrete GPU of some sort, but you'll be fine with a mid-range card of any brand.

Ok, telling you
2500k and a 6870 is enough for pretty much any game at 3x, however that doesn't give you pristine IQ at 1080p. 4x pretty much does, and it's especially recommended for PS2 because those games look like blurry shit by default, but that is too much for a 6870. A 960 is enough, so look in that range: 280, 280x etc.
For builds it literally does not fucking matter if the hardware is up to snuff at least a bit, all that matters is settings (games crash even just if you set the cache slider wrong).
The only times you should look at custom builds is when you want to play with zelda custom textures, the guy has cooked some ishiruka build or whatever, but it's mostly for post-processing so if you don't care you can skip that too.

No and no. An overclocked 2500k is the be all and end all, of course now he has to look for newer cpu because that's what the market offers. For res, I am positive the jump from 3 to 4x is the sweet spot, 5x takes a much bigger toll without actually impacting the IQ as much as 4x does. I know because I literally refused to play DQVIII because my 6870 couldn't take 4x.
Games like SoTC instead don't make a difference, they're too rough whether it's 3, 4 or 5, and 5 is unplayable unless you have a gtx 970, so stick with 3 and play.

Newer Intel CPUs are objectively better at emulation and they can help you handle 5x and higher which is still important for removing aliasing and sharpening textures in a lot of games. You can uncap your frame rate higher and play all games better, it will be even more important as the new emulators get better.
SOTC has the capability to play at 60fps and a 2500k will not allow that.
Why doesn't anyone ever suggest AMD CPU's? Aren't emulators affected more by the overall clock speed than individual cores? Because it seems like AMD can get the same performance for less.

AMD will work but speed may be an issue. AMD's driver sucks for OGL and doesn't support multithreading. Because of that PCSX2 is slower on AMD with OGL compared to a similar Nvidia card with OGL.
For instance in scenes with fancy blending, my r9 290 can drop to 20 fps or less.
AMD cards as recent as this fully support the OGL extensions PCSX2 uses, it's just the driver doesn't support multithreading.
