The photos had Roxas on them so the Dusks mistook it for Roxas himself.
Since it's in a data recreation of Twilight Town, Roxas was converted into data which would make those photos also data of Roxas.

Since you're being put into Roxas' shoes, I believe the point was to confuse you and make you question what was happening.
In this way, it also welcomes a new player, by calling back to KH1 and lightly recapping through Roxas's dreams but not requiring preemptive knowledge to understand what's happening to Roxas.
