First, get rid of Iizuka. He clearly only wants to make a Mario game and he's too incompetent to even do that effectively.
Second, make an official Sega internal mandate that Sonic Team is never rushed and gets deadline extensions if they need it in order to make the product better. The lowest points of the Sonic franchise (Saturn, 06, Boom) were when the game ran into developmental problems and wasn't given an extension to fix it. That shit taints the franchise. 06 is still fresh in peoples' minds when they talk about Sonic, and it was 10 years ago.
As far as the games themselves, split classic and modern. Classic looks like classic and more importantly plays like classic. 2D platforming, no modern bullshit like boost and homing attack, take the time and effort to give it a top-notch physics engine and level design. Modern is rebuilt from the ground up with Sonic Team told to ignore all of Sonic's sacred cows in favor of making a solid physics-based 3D platforming engine. No boost, no homing attack, don't even need the spin dash if it's not necessary, although rolling into a ball is still kept. Just solid physics-based 3D platforming. While Sonic Team does that, hire on third party devs that are actually good to make spin-offs, like Sumo with the All-Stars Racing games, instead of only hiring the cheapest option that only wants a cheap cash-grab (Bioware, Big Red Button, etc.).
