Guillermo was pretty butthurt by the cancellation of Silent Hills and said he would never try to make a game again but now that Kojima has his own studio it could be different.
Kojima even tweeted a two-shot with Norman Reedus a little while ago. It could actually be happening

It still is happening, it never was cancelled. The entire thing is just a ruse to cover up chapter 3 DLC which is linked to and perhaps the exact same thing as Silent Hills
