A demo is a DEMOnstration of the game. It's usually a part taken out from the whole.
What Ground Zeroes is is a prologue to TPP. It is the Tanker mission of MGS2, the Virtuous Mission of MGS3.
Does it matter if it's called a demo or not? Not really, it's just semantics. What matters is that they sold the prologue separately, for a hefty fee no less.
