Even though these games have a 1960s and earlier motif, the knowledge on how to do that was probably lost over a century ago, the books and videos that had the info were likely for the most part destroyed in the war and most of the people who probably had knowledge on that would be dead by the time Fallout's plot takes place.
Pretty sure most NPCs were born in vaults, they probably didn't need the knowledge to know how to rebuild an up to health standards civilization in about 3 years give or take cause they were expected to live in the vaults for the rest of their lives

The entire theme is that mankind is living in an era where the "Good old days" are gone, and now they reside in a broken down husk of what once was, trying to emulate how they think civilized people used to live, despite none of them actually knowing anything about that.
It's repeatedly said in-game that the three groups that run New Vegas's cosinos are just trashy savages dressed up in suits by Mr. House. Why the hell would any of them clean up anything, and why the hell would anyone know any better?
The only person in New Vegas that's still around from the timeframe that's being emulated is Mr. House. This is why the Lucky 38 is actually clean and relatively well-kept for a 200 year old building.

so so close buy the theme is more along the lines of recreating the new world in the image of the old.
the familys running the strip are dressed up and civilized by Mr. House.
the actual reasons would then have to be that either that they don't know where to get concrete and steel to repair the shit shit as well as getting the supplies to clean of and even paint the shit, they could also maybe got all the stuff to repair the stuff but instead those things are used for other things considered more important, or maybe even Mr.House just may have instructed them to leave it as is to like i dunno make his shit look even better by comparison. Oh and even then it could just have be a technical game development thing like from time constraints to memory concerns or some shit or even maybe just straight up laziness so those who played fallout 3 could forever be reminiscent of all the god damned metro tunnels.
