IV had segments where you had to climb shit and psuedo-parkour because New York. V doesn't. The mechanics are built around the story/missions.

As a long time gta fan, starting from playing 1. 4 is my least favourite, though I am not saying it is bad.
I love the density of the city, I liked the on street parking even know your cars would go missing.
I just think it is the weakest in gameplay.
