pretty sure the implication is that the length of time covers just doing the main game, ie story mode or whatnot for an RPG.
of course if a game is amazing it won't take only two hours since you'll want to replay it over and over again. I mean Cave Story takes like three hours to beat and I've beaten it probably a dozen times if not moreso.
