I can't really say, it's been so off and on, I finished the tower and plotted the roads a time ago. Everything else was added just today. Now I've got to think about producing the overworld.

Phantasy Star wasn't exactly the pinnacle of depth either.
Obviously a draft doesn't give those areas any depth. Probably put their own towns and sub dungeons in those.
