I think they should advance forward and do what Resident Evil 6 and Saints Row 4 did and bring in everybody and everything. 3 cities(Liberty City just as it was in 4, a complete San Andreas expanding on Los Santos and finishing it, and a small but populated Vice City), 3 settings, 3 stories that unite together. Bring back the 3d universe characters and bring them into the modern setting. Deal with their successions and give the entire series up to now closure and a huge send off to the current state of the series before moving onto a whole new generation. Mandatory characters would be Claude, Tommy, CJ, Nico, Michael and Franklin with side stories about the remaining alive side characters including Trevor, Luis and etc.

All 3 cities have been in the game since gta1, just because vice city the game was set im the 80's doesn't mean it has to be set in that era again, they have done every decade from the 60's to 2010's other than the 70's so either the next game will most likely be in the 70's or future, but vice city is a damn sure to complete the hd trilogy.
Las venturas and San fierro were made up for the SA game. I doubt they would see those cities as more an important place to put in a game than VC
