SC sold worse than the first game, but I feel like that's generally expected for series like this that get sequels. Plus, aparently, the release of SC brought more sales to the first game, and if they do release the third game, they can sell a nice, complete Liberl Trilogy bundle during sales and get some stuff off of that.

SC was a learning experience- in that they know full well that they shouldn't localize anything that has direct continuations unless they know they're bringing over everything else.
3rd isn't really all that connected to the first two games, so they could have very easily just called it quits and focused just on the new stuff, because even if the new games do make references to 3rd, Ao, and Zero, none of it seems to be stuff that requires you to have played those games (except maybe the epilogue of CS2).
If this really does mean they're working on 3rd, they're probably prepared to bring Ao and Zero over as well.

Quite a few people have skipped the games just because they feel it's not worth buying and diving in because one part of the arc's not available in English yet, let alone backlog woes. The best we can do is keep up outreach so others with less to worry about will give FC a shot.
