Why RPG Maker games (and pretty much most retro-style rpg) lack the graphics and animation quality of god-tier SNES games like Chrono Trigger and Terranigma?
Because RPG Maker is a general toolset for beginner and very low level game "developers", while Chrono Trigger was made by one of the most renowned devs in the industry.

There are plenty of great RPG Maker games with custom art assets and animations, they're in the minority because there are so many talent less hacks but they exist and there are plenty.

At most, the indie devs make sprites for walk left and right, up, and down.
Maybe have a sprite where they hold their hand out.
Making enough sprites for an animation is lots of work, especially for multiple characters.
Because if you watch the credits of those games compared with the credits of indie shit you realize why one is better than the other.

And yet RPG Maker games with default sprites are sold for 20$ at Steam.
Also with most of them being funded with Kickstarter, there is no excuse about the budget.

Should I remind you Kemco jrpgs which most of them were made with RPG Maker? Even the ones that use 3D graphics for the battles, they still use cheap ass sprites for the overworld.

Because adding better graphics and animation would require actual effort.
