Skull Face was right, and war is an endless chain of retaliation most can't simply leave behind. There's no end to it, only endless pain and suffering, and a chain that goes on and on until the end of our history. The game ends abruptly because there's no end to war, and there's no resolution to the lives of people drawn into it until a pathetic and equally unrewarding death comes to them.
It's a theme of unfulfilling revenge and its aftermath, and people in it who never find peace. Miller's speech when chapter 2 begins about never forgetting the feeling of holding a gun and being drawn back yet again to war basically summarizes the entire chapter. The replay missions drive a point forward, even if they're not necessary to "finishing" the game at all. You want more, but there's nothing left other than an empty, devoid phantom pain and everything surrounding you goes to shit, even arguably Venom's mental sanity. War becomes routine, and perhaps the only place you belong in. It's a pretty okay way of justifying the endgame through plot, if nothing else.

The game is actually pretty polished, all things considered. The only thing that fucks up somewhat is the guard AI, but even that is somewhat rare. The game is also far more ambitious than any other MGS game before it, and only 3 somewhat comes close to the amount of variety in workable strategies.
