While WWHD took a game that already looked timeless and not only improved its resolution (to fix the stretching and blurring that would happen if you played the original on a modern TV) but also went to great lengths to IMPROVE that timeless look, with brand new lighting, new textures, and extra visual details all over the place to make things look more lively (take the dark patches under the ocean's surface, for example). It also had improved music tracks, improved controls (such as the VASTLY improved rope swinging, being able to move around while aiming in first-person, conducting with the Wind Waker is much much faster, etc).
Then along comes with TPHD, with a bunch of textures that do nothing except highlight how blocky and ugly the geometry and the character models are, some minor gameplay tweaks but pretty much nothing that will make you say "oh, that's new". It takes a game that looked dated when it was released and "remasters" it to look dated in 2016. It's the laziest HD remake ever.
