For gaming? No. If you're doing 3d graphics stuff you need a lot, if you're running multiple vm's or are simulating certain specific environments then yeah, you can never have enough ram.

Anyway yeah, it's not to uncommon to have a browser open, skype running, and be streaming something at the same time while playing a multiplayer game. Multiplayer games don't use as much RAM but if you're putting together a build and don't want to upgrade your RAM in a couple years just go with 16.
Personally I upgraded because I didn't want my CFD runs using virtual memory.

Faster ram is more important than amount, especially with the new sky lake CPUs.
If you are on a budget it's more beneficial to get 8gb fast ram than 16gb slow ram.
ESPECIALLY on a budget build and you have for example an i3. It really makes a difference. In some games that can translate to 20% performance increase.
Heck if you are one of those who still stick to their old i5 2500k, but still want to squeeze out that last bit of performance, upgrade to faster ram.
