I don't know if this is related but I was at a con recently where Jennifer Hale held a panel. Someone asked her if she would be interested in working on a fan-made remake of MGS1. She said she would love to and that she was still friends with Hayter who would probably pay to get the role back at this point.

Kojima always wanted to direct movies, always.
When he had complete creative control, he jumped at the chance to use Sutherland, because he's a "real" American actor.
Once Kojima was out of the picture, the people in charge saw how much money he wasted, and how much the fans disliked it, and because they literally had no reason to user Sutherland, they're switching back to Hayter.
Don't think it's because the people in charge like Hayter, it's purely business, he's cheaper and more popular. That's it.

Games like Half Life have no player voice on purpose. Games like Fallout had no player voice because they couldn't afford it. As soon as they could afford it, they put in voices.
