No, Miyamoto was the sole reason Sticker Star wasn't an RPG.
When the dev team bought him the original sticker star in 2009, he said "it's essentially a port of the gamecube version" so they re-did the whole game.

Between japs and children (Nintendo's market audience) it was decided that some of the more RPG elements of paper mario may have been too difficult, so they changed the formula in the Wii one to the platformer / RPG hybrid, which was okay in its own right, but as a Paper Mario installment, it was shite. So they changed it back, but kept it hyper-casual in Sticker star, to much success from the east.

Ranging from mediocre and mixed reviews and general views of dissapointment. Even the Japanese trailer on YouTube for Color Splash is down voted to hell.

What if Nintendo is sabotaging this game so they can tell IS to only work on Waifu Emblem games and nothing else?
So, aside from the plot being stripped down the only thing that people managed to pin on Miyamoto was the fact that he told Intelligent Systems to use "characters from the Super Mario world".
This might sound damning seeing how new creative designs were present in the previous Paper Mario games, but think about it: there are still so many unique enemies they just flat out didn't take in consideration.
You could follow Miyamoto's "recommendations" to the letter and still make a pretty good and variegated game. So whose fault is it that they didn't?

Yeah he is. He's been the producer for Federation Force (along with the rest of the Prime series) & the Paper Mario series since Super Paper Mario and lately did Sticker Star and probably now Color Splash. He had no involvement in PM64 and only supervised TTYD.

Miyamoto can only be blamed on the no story and the no OCs. The first is a non issue because they could use any old/one-off character from Sunshine, Mario 64, Galaxy, and apparently Mario Bros 2 since Birdo was in SS.
IS changed the gameplay. Hell, you could even do partners with "only Mario characters".
The games are just so pretty, and constantly teasing him. What's wrong with just a little touch?
