Do any isometric ARPGs/hack and slash games exist that feature a modern or sci-fi setting where you use proper ranged automatic weapons? Or at least a fantasy one where you can play a firearm-focused class?
The Torchlight games had the right idea, but there were just pistols and a shotgun.

Grim Dawn is $25 hours on steam, has everything you're looking for, is a great game and will give you hundreds of hours of fun if you enjoy it. Think all of the best qualities of Diablo II and Path of Exile, with insane customization. Also it has ranged rifles.

How about a setting where a very durable metal is widely available and body armor made of it is impossible to penetrate with projectiles? Bam, melee rifles. They work like spears that launch the blade forward after it connects by using powder charges. Rifles need to be reloaded by bolt actions, melee shotguns have several spikes installed at once, and melee smgs push the blade forward repeatedly after striking.

A good but often overlooked ARP featuring firearms is Dungeon Siege 3. One of the four playable characters uses rifles and shotguns.
Modern/sci-fi setting and use of firearms would both be a thing in Marvel Heroes 2016 when you play certain characters (i.e. Deadpool, Punisher...). This one is also F2P and bretty good.

I never played TQ but a lot of the reviews I've seen/read have said that it feels like a successor of TQ that does what TQ set out to do but better and then some. Personally I'm really enjoying Grim Dawn and would highly recommend it.

the issue with these kinds of things is, in RPGs its all about your strength or dexterity or stats in some way, and you pick up swords and axes and bows that get numerically better and usually end up having magic buffs and bonuses all over them.
in a game where you just have an assault rifle, its hard to justify it doing more damage because you got more dexterity or giving it a +5 bonus to undead etc.
there are plenty of top down shooting games, just not ARPG ones.
