If you're picking a game on PC VII or XIII would be your best starting places, yeah. XIII's probably much more easy to get into for someone who's never played anything in the series. Go for it. Its pretty good. Last Remnant is meh. For that price it doesn't hurt to get though.
Just know that no matter what setup you have, you will have occasional framerate drops in FFXIII, usually when transitioning into battles. This only happens briefly before it picks right back up, but you might find it slightly annoying.

However if you don't mind pirating or emulating or playing on other platforms besides PC, I'd recommend trying XII out. Its gameplay is similar to an MMO's, which might be a turn-off, but otherwise its got some of the best writing and voice acting in video games.
Also, you're never going to get a clear answer from anyone. Everyone argues about which is the best and which isn't, what's a good starting place and not. So just go with whatever looks most interesting in the end and what is most easily available.

Lightning Returns has really fun gameplay, this much I can confirm. The combat is much more action oriented. Also Lightning Returns is the best port Square has done yet on PC. No issues whatsoever.

It has the worst writing. The worst. You just don't notice because the game is so slow and every plot point is so dragged out you don't notice the complete and utter incongruity. Almost nothing in the game makes any real logical sense from a motivation standpoint if you put it to scrutiny. You can feel how unfinished the game is just by playing it.
I still sorta enjoyed it but hooboy is it a flawed piece.
I haven't opened it yet, I have them installed though.

No, as far as XIII goes, its either the last one or nothing at all, first one is dog shit, the second one is better but not THAT much better.
Last remnant has some crazy good gameplay, but the more enemies you fight the stronger the last boss becomes, the game literally punishes you for fighting enemies, so you have to spend the whole fucking game avoiding combat which is retarded.

The enemies get stronger based on your battle level or something, I can't remember. I believe there is a section in the game, where, if your level is too high, the enemies are almost literally unbeatable.

My favourite part of XII's story is how they very very quickly establish that the dawn shard is fucking useless because it expended all its energy on ghis' fleet.
And then the next few hours the 'conflict' is over whether Ashe will use it or not.... even though it doesn't do anything. This is before they know about the sun cryst. The plot is so fucking stupid. I like to think Balthier scowling and crossing his arms in the background at everything is him having a sense of meta-awareness, and knowing he's an alright character in a shit story.
Hell, when you meet Dr. Cid he attempts the whole big speech but the cutscene ends super abruptly and cuts him off. Poor guy.
