Why?
The game gets older and worth less, the expansion is not standalone and derivative of already done and chashed in work; both are worth distinctly worth less than full price, together they might be.

This is not just he law of the market but also how reality works, any work not for the ages is worth most when it is new, if that bothers you then buy a year later, if that bothers you too, you have a first world problem.

Definitely more manageable than the OG MicroProse series but far from "casual" bait. Like Dark Souls, it gets touted as the hardest game ever by those who never experienced a time before GameFaqs.com and hand-holding tutorials. In reality, they are just better balanced in favor of the CPU and punish stupidity. I had minimal problems in X:COM EU and when something went wrong, it was mostly my own damn fault.
