You can use the wrangler to rocket jump up there or you can jump across several objects on the map to access it. The former is the easiest/fastest.

It's the only map I played sniper on. I actually hate snipers in every shooter, but on this map he was kind of fun, shooting people from the flying thing or the pipes. Good times.

This was the first map I'd play when the first few class updates came out. It was so much easier to get the melee and taunt achievements there to unlock the new weapons.
