The story is fine, the problem is that there's too many cutscenes that break up the flow of the game, alongside big and long levels in a game that really shines in smaller and more refined levels.

The first game is a nice and violent acid trip, but the second game is a Kurt Vonnegut novel.

Worth a play if you liked the first one.

Seriously speaking, do you think that the game could be improved if it only focused on Pardo/Evan/Fans?
Pardo could be the same as he is, trying to catch fame with his handsome thick skin and detective abilities while catching some punks who want their fifteen minutes of fame.
Evan tries to find things to write for his book, his levels would be more 'lore expanding'.
And Fans could be just Fans, give them some variation masks or something. Or replace Fans entirely with a single character who just wants to imitate Jacket.

As a matter of fact, yes, these two. Corey's deathwish level and son's last main level were also pretty horrible.

More levels for everyone, pretty much. Fans should have had many more levels, and these levels should have been spread into Act 6. To keep the fan levels fresh, they should have been able to use a variety of masks(we saw that they had a box full of various masks in their hangout). Son's/Henchman's levels should also have been over the course of the game, rather than all at the end. Evan and Pardo should have had more levels too. The Richter levels were fine as they were.

Also, just a personal preference, but I wish there were for levels for Martin. I feel just playing as a slasher movie villain had its own charm.

The gameplay was sloppy with levels crammed wall to wall with enemies and long hallways/windows everywhere. Several annoying design decisions like the change to fat men and no random weapons on the ground. Also more boring with the only cool character powers all downplayed to only a handful of levels as you mostly just play generic shooty guy. One thing I rarely hear people bring up is the sheer lack of scripted events. Hotline Miami threw you off several times by giving you something post level clear, like one last boss or a flaming van full of people crashing through the wall and intense moments like that, no great moment where the level ends prematurely because of a swat team. Hotline Miami 2 ends every time at the last enemy and has no greater events that happen during the levels outside of the enemies that are on the field.

I can't say I disliked the game though. At it's heart, it's still hotline miami gameplay. The music is even better with no recycled tracks and a huge playlist and the story is genuinely interesting this time around. I really enjoyed some of the twists like playing as the journalist.
