You can (except tutorial bossfight and rail sections), but many ingame situations designed for guns use. Best way for melee:range is 50:50

He probably got pressured/cold feet. Think about it. Classic survival horror are not big sellers and he's working for a shitty company like Bethesda. Did you know that he wasn't even the oringal director? He he was put on after Bethesda realize that they could market the grandfather of survival horror's return.
But even with that I don't think Mikami shouldn't be on the list. Even though he killed survival horror, he still makes decent games today.
