Apparently the story is that the devs required the game to have an english dub if it was ever to be published in the west as part of a contract.
And just so the publisher could say it had in fact an english dub, the guys in charge of publishing brought their families along to do the english dubs. The voice actors in the credits share last names with members of the publishing teams.
