MGS games are proper stealth games with good gameplay that just happen to have long ass cutscenes. If you don't give a fuck about the story you can skip the cutscenes and carry on.
Other movie games are primarily focused on telling the story through gameplay, meaning you're stuck with boring unskipable in-game segments where all you do is walk in a straight line while characters talk, or run in a straight line while the scenery explodes.

Because (aside from MGS V) the video game parts of MGS are very video gamey. Floating item pickups, wacky sound effects, fourth wall breaking, bossfights with health bars, etc.
Not so much in games like TLoU where a cutscene is followed by half an hour of keeping the movement stick titled forward and occasionally pressing a context sensitive action button while the characters do nothing but talk.

Because metal gear was crazy, unique, and felt like a video game in all purposes even when you're watching a scene because of how crazy they get. As opposed to something such as TLOU where it is dead serious the entire time and like you're watching a slow moving film it is very much different. I like both the games but MGS I like much much better..MGS is special and one of the defining series of gaming, did a ton of revolutionary shit in the mdiumm

and that was considered the worst game in the series for a reason anon. (at least until MGS5 and peace walker). MGS4 definitely went into movie game territory.
MGS5 then tried to compensate but went too far in the other direction.
MGS 2 and 3 got it right in terms of cut-scene/gameplay (well, mgs 2 had a little bit too much codec at the end)
