Dx12 is mantle and vulkan is developed by open gl. Nvidia is biased to dx and amd is opengl. Vulkan still has a very long road I wouldn't expect anything till at least next year

Dx12 pretty much came from mantle
Vulkan also pretty much came from mantle.
Vulkan is the successor to opengl4.5, dx12 is the successor to dx11.2

Both are very similar in design, but vulkan is supported across linux, windows xp+, ps4, xboxone, android, etc while dx12 is limited to windows phones and windows 10

No, it means a lot. If you make a game in Vulkan, you can now tap the Linux market instead of simply the Windows market. Further, because Vulkan was derived from Mantle just like DX12 was derived from Mantle; this makes programming and porting to it from DX12 much much easier--since the core infrastructure is very similar if not identical in many places.

While yes, Windows does have a majority share when it comes to operating system; Vulkan if used properly, has a small chance of offsetting that monopoly.
