There are a lot of mods for skyrim that do these, I know for sure about the hostile factions and the hardcore stuff, but not sure about the day related events and the dream thing though the dream sequence sounds pretty cool
why doesn't bethesda just hire fucking modders. they had 4 years, maybe even 7 if you count the fallout team working by themselves until the skyrim team was freed up, on fallout 4 and modders improved the game tenfold within a month
