They forgot about this somewhere between Sonic Adventure and Sonic 06 and then promptly remembered why he was a great character around the time Sonic Colors happened. For a long time, they tried to make him "serious".

In fact, in retrospect, Eggman/Robotnik has pretty much been the best Sonic character in all of his appearances, aside from the ones where they try making him edgy and grimdark (SA2, Shadow, S06)

In future Sonic games, they should change the character dynamic such that Eggman and other human characters (who would be incredibly sparse) are the only characters that talk. The animals would clearly be intelligent themselves, but would speak through actions and body language a la Sonic 3 & Knuckles

Before he got lucky with Deem Bristow dying, he was scrounging around desperately for work. His biggest role was Meat there on the left, whom he generically gave his Eggman voice (the only voice he knows) like everything else despite it being a 10 year old child character who sounds like it in the Japanese.

Unrestrained characterization. He can be whatever he needs to in order to serve as an antagonist for a series as fluid as it. He can be threatening, comical, obsessed, carefree, deranged, perceptive, etc.
Since he doesn't need to be diluted to avoid outshining Sonic, as his role is to constantly shadow Sonic, he has plenty of room to be as dynamic as possible in a setting as simple as he's in. It's sort of like the chewing the scenery thing in movies where a big star knows they can get away with hamming it up since they're the only talent keeping the production running. Without Robotnik the Sonic games feel a little empty, they've tried to replace him with monsters and the like but it never feels as grandiose as his which involve a themed progression, an roller coaster tour into his ego, genius and insanity as you go from Green Hill-esque to Death Egg.
Don't really know how else to sell the idea of him to you, he is the thread that serves as the stitching for Sonic. He is the engine that drives it forward. He's as good at being bad as he is because he needs to be in order for the Sonic games to balance out.

It's too bad that the games were absolute garbage, which practically forced everyone, including SEGA themselves, to abandon it as a whole. The show is pretty fucking good (especially compared to all the other times they tried a Sonic series). I just hope we can get out a few more seasons before it's axed and they go back to a shittier format to sate the autism of the fanbase.

I'm not sure if it's a shame or a blessing Omega showed up in time to do the unhinged machine uprising thing in Metal's own game better than him.
It is a shame however that he and Shadow are shown commandeering Metal's shell in the end and nothing came from it. There's a lot of symbolism to work with there that Sonic Team just dropped. Metal like Shadow seems not only like a dark imitation of Sonic but also both question matters of their origin and creator and how real they are. Metal of course is also an Eggman robot like Omega and one who has rebelled against him.
