One Firebomb to inflict the Burning status effect, then spam Brad's Fireball and try to piss him off or make him cry using Terry's Verbal Bash.
As with most bosses in the game, to trick is to keep him inflicted with as many status conditions as possible.
Despite what the guy beside him says, he doesn't actually have any weaknesses to fire. So don't waste all your firebombs, just enough to get him burned. Use Nern or Terry to make him pissed/crying, knock him down or stun him with Brad (just fireball if he's got withdrawal, since it uses SpA) and possibly poison with Olan. Then just lay into him with your most powerful attacks

The final "boss" of Joyful really got to me.I was hoping to fight Buzzo in the end for all he did in Painful. Peter is also the only Joy Mutant with TWO insta-kill moves, so he is going to use those often.If you sold out Terry Hintz at the start, he will also make use of Neck Breaker in his boss fight.
On Painful Mode, some of the earlier boss fights also have a fatal Neck Breaker move. Those include Crack Ripper, both those Indian guys after the first Crossroads, and both of the Reds after the first Crossroads as well if their HP gets too low for all of those bosses in Painful Mode.
