In combat, do you target an enemy and just press buttons (Such as World of Warcraft), or can you actually dodge enemies and their attacks with correct timing (such as Monster Hunter)?

No costumes were changed. A side quest was stupidly changed, but it isn't even a mainline story quest. I believe what you're confusing is that different classes wear the same outfit differently. You may have seen an outfit worn by one race without rights, but the other race wears it with tights. I've yet to see a single model different from when I played this in Korea.

Ep 4 doesn't look like it has any of the life of Phantasy Star at all.

Thats not how it works. If they wanted this to be the way for it to work then they should have chosen a better payment model. However, they do know that their game isnt good enough to be successful as anything but f2p, ergo they were forced to give it to the players for free.
By not paying for the game youre still of use to the developers by advertising it. Be it through friends, positive feedback on forums of the simple fact that you boost the playercount. If you launch you game as a f2p title then youre in no place to ask people 'to pay if they like it'.

The Matter Board was the story. You had to do all the stuff that was gold, which gave you hints of story, up until you unlocked an actual story quest which explained a lot for that chapter. Chapter 1 was pretty slow, but the story and time to see it in Chapter 2 was fast.
