Persona 4 has a great story and the characters are really likeable. However I didn't really enjoy the social aspect and having to make boring choices between reading books and catching bugs. Also the dungeon crawling is boring as shit. You have to tread through a dozen randomly generated floors for each dungeon. Turn based combat consists of just cycling through all your spells until you find the enemy's weakness. I got bored halfway through the game and watched the anime instead.
Tales has way more exciting game play. Symphonia has one of the better stories in the tales franchise.

More content, music, some gameplay rebalances, changed Chie and Teddy's VA, added Marie, removed most tedium from fusing.
It's better than vanilla in almost every way if you don't mind the VA changes and silly slice of life scenes, but vanilla is still fine.

the production values are good. there's a massive tone shift going from the sylvarant arc to the tethealla though. sylvarant's kind of heavy / serious / boring. tethealla has shinier animation / art and is a lot more lively. united world part puts a lot of emphasis on the villain's personal drama
liked the tethealla part the most, episodes 5~9 iirc
