I don't play with Artifacts on to be honest. I'm a purist.
As for whites, yeah, Hooves and any other mobility items are as good as they are on just about every other character. Hell, even some Gasoline and Barbed wire make me happy when i see them as the Enforcer.
The main difficulty to learning him is understanding when and where to use Protect and Serve. It's an amazing ability but if you use it at any place that isn't optimal, it will get you killed in seconds.

They will still be able to join you. It's just a glitch in your game preventing it from being displayed.

It's fun to have enemies not be bullet sponges. Glass (especially with spite on) puts you in just as much danger. A single mistake with your invincibility moves on cooldown can kill you.
