This is Serena's normal getup, there was some Halloween festival where all the Trainers dressed up as different Pokemon. I could have sworn there was an early season Pokemon episode similar to it.
For a pokemon fighting game, the following pokemon being missing seems wrong
Hitmonchan - Literally a boxing pokemon
Hitmonlee - If Hitmonchan was in, it would have only been right to have both in
Hawlucha - Aerial suplexes. The concept alone seems fun enough to include in.
Scizor - A quick and sturdy bug to keep the competition guessing when approaches are safe, this bug/steel fighter is a no-brainer.
Rhyperior - While not an easily recognizable character, the speed and strength this pokemon can utilize makes him a great combatant.
In addition, these pokemon could have made the roster and it would have been sensible enough for a pass.
Gallade - Gardevoir is already there, gallade seems like a great fit alongside him.
Blastoise - There is bound to be ranged spam with Pikachu and Gardevoir in the mix, why not bring in the most sensible ranged attacker? Also, aerial hydro pump combos would be amazing.
Regigigas - Slow start would be an interesting gimmick to see on display here.
The reason a lot of the cast was chosen was because they were easily recognizable characters This isn't a bad choice, nintendo is probably hoping this game gets streamed, meaning they want flagship characters to be on display as often as possible.

They realised the clone business was getting way out of hand after 3 and TTT so with 4 they tried to differentiate Kaz and Hei and gave Jin a totally new moveset, and stripped out all the other clones.
