No it isn't. You never have to kill the Taurus demon, which is why the burg is a PvP hotspot for high level players.
You can get to the first bell tower by going through the valley of the drakes.
Firelink -> New Londo -> Valley of the Drakes -> DarkRoot -> 1st bell tower
Then you can just head back down to the second bell any old way before Sen's.

Nothing stops you from coming back to the burg after Anor Londo, and like I said, you literally don't even need to go to the aqueduct's entrance to Undead Burg if you have the master key. You can bypass the burg completely, ring both bells and get the lord vessel without ever seeing the big read dragon even once.
