Local multiplayer works on the PS1 games and the like 2 Vita games that support it. One is the newest Metal Slug that released on Vita and the other is Skullgirls which hasn't come out yet.

If you can find one under $120 on eBay or Craigslist (and you usually can) buy it. The sheer number of games you can play on it and the quality at which you can play them is phenomenal.
Only downfall is that it really is lacking in original mainstream western titles, but if that doesn't bother you you'll have a ball with it. Personally I play the shit out of my PS4 via my Vita. I'm never home and there's so many games I simply wouldn't have ever gotten to play if not for my Vita.

-Rorona -> Totori - > Meruru (then go back and do Rorona's new game+)
-Totori -> Meruru -> Rorona
The first option is original release order, and chronological story-wise. The second follows the release order of the Plus versions.
Alternatively, you can just skip the Arland trilogy and start with Ayesha (the first game in the Dusk trilogy).

I could never recommend this order. It just ruins too much storywise/character development. The only benefit being you don't have to go back to the older game mechanics. But fuck if you can't handle old game mechanics, you might as well never play all the best jrpgs in the past 2 decades.
I played mine a fair bit, there's a handful of worthwhile games but I'd suggest getting a PSP and getting custom firmware instead if you haven't got one already.

Vita has the definitive version of Muramasa (only other version was on the Wii and the Vita has additional content).
It has the definitive versions of the Atelier Arland and Dusk trilogies (again, yes, they have console versions, but the Vita adds extra material so they aren't really conventional multiplats). Same goes for Disgaea 3 & 4.

Digital copies of Wipeout HD = crossbuy, so you get the full PS3 game and the entire campaign/online of it on 2048, though at 30 FPS instead of 60.
EDF2 is $20 at gamestop right now. I'm gonna hold off for EDF4.1 to be released on steam though.

If you have a ps3 or ps4 and use ps plus then a vita is a great choice. On top of having a handful of fun exclusives, you'll already have a lot of games to play on it out of the gate.

Not sure about 2, but 4/2025 is definitely billed as a sequel to 3/2017, story-wise. It's not story-heavy, but there is a story.
