It's hard to say, there are a lot of ways a game can qualify as "the worst", like on a technical level I've played some pretty crappy games like Brudal Baddle, but they were probably made by like 2 people just trying to make a quick buck so I find it hard to care about, and then there are games that are just not for me like MOBAs, it just feels like I'm trying to play a game with a completely wrong control scheme which just doesn't fit controlling 1 dude at a time.
I think overall the worst game I've played is Eragon for the 360, it just blew ass and that's all there really is to say about it.

Besides the fact that the gameplay itself was subpar, they also don't have a lobby system, no auto matchmaking outside out the playlists which was completely retarded, Bosses are just big versions of regular enemies.
But by far the worst thing about that game is the way they pressure you into buying their shit DLC, by nerfing vanilla rewards and moving them behind a paywall, and by locking you out entirely of weekly missions and rewards.
It's first Bungie game I've played since the 1st Halo, and it's the fucking last one. Fuck Bungie.

I played all of the other Metroid games first (except for Other M and Metroid 2) and found Super Metroid to be pretty underwhelming. Walking Simulators are the worst games, I've ever played, on a basic level.
Games do one, or more, of these three things:
1. Give the player a problem to solve
2. Give the player a unique way to interact with the game world
3. Give the player ways to use the game to express themself
Great games do all three.
Walking simulators do none of these.
However, one walking simulator in particular not only doesn't do any of this, but seems to laugh at the idea of having any kind of fun at all.
Barney's Hide and Seek is the worst game ever made. The levels are static as hell, with nothing to do. Barney can't do anything but walk and jump. There's nothing to stop you from reaching the end of the level.
But unlike most Walking Simulators, Barney's Hide and Seek actually forces you to finish the game. If you leave it alone, it plays itself. It completely laughs at the idea of player agency, and does it for you. This is one of the easiest games of all time, but it still feels it needs to be easier.
If that isn't enough, each level in this game is covered with collectibles, along with kids you can find. This is a game about hide and seek after all. Notice I said "can find". The game doesn't require you to find the kids. It also doesn't require you to collect anything. If you find the kids, or collect items, nothing changes, it's the same damn game, with the same damn ending.
Yeah, I know it's a game for kids. Do you know what I was playing at that age? Tekken. I beat Tekken 3 at the age of 6. My younger brothers were beating Zelda at the age of 5.
Kids aren't that fucking stupid. If they're so young that they need to play Barney's Hide and Seek, they're likely at an age where they can't even understand what they're playing.

Worst game that I forced myself to complete is Wanted: Weapons of Fate. Only two fucking weapons, like whopping two enemy types with reskins and all the boss fights play exactly the same; all of them fight from unreachable areas and you have to slowly whittle them down with the curving bullets, wait for the ability to recharge, rinse and repeat. Oh, and the game literally ends with the main character peeing in the main antagonist's empty eye socket. Only the rail shooter segments were somewhat enjoyable.

I couldn't really tell you the worst as far as graphics or mechanics or how well it performs or any of that stuff.
As far as the ones that made me almost die of sheer boredom and/or annoyance at how utterly, painfully "nothing" they were, it's probably either Sonic Heroes or the first Neptunia game.

It was a complete downgrade from everything P3 did, if they had just left all of the shit P3 had and added direct command then it would be good, but no, they had to leave it as barebones as possible.

Worst game? I've played tons, and it's hard to pick out any of them as the absolute worst.
However, the most amount of money I've ever regretted spending on a game is probably Brink. Coming from Enemy Territory Quake Wars, it was just painfully awful. Mediocre gameplay, underutilized parkour, not enough levels, the levels that were there leaned way too hard on color filtering, and the game was dead within a week.

In all honestly half life 2. I picked it up on day of release. I loved half life 1 and the expansions. But half life 2 was mediocre. It's nothing more than a glorified tech demo of the source engine. Sure it's MP was okay but that's only cause of the user generated content. The SP was absolute shit. It didn't feel like a half life game. It felt like they gave it a lambda sign and called it half life 2. The story was shit and the continuity between the two games felt forced. The worst part is when the game finally gets rolling, when it finally gets good; It ends.
