nvidia's budgetcards are too expensive for what little they offer
970 is the minimum to go for, but lol 3.5gb vram
950 is close to 1080/60 for gta5 but youre gonna need like a 970 to guarantee it.
if youre building your own pc in full go for the 950 between the two. honestly you wont get great performance but youll get good performance, which is good enough for while you wait for the new series.

Both will do if you play below Very High settings, but 950 is about 30% stronger.
If you're going 950 then get the Gigabyte FTW model. It helps close the gap between the 950 and the 960
For reference, I have an i7 2700K/GTX 960 2GB and it runs rock solid 60 FPS at 1920x1080 with a mix of high / very high settings.
No MSAA or any of the advanced graphics options enabled, though.

You cant use the 750ti 1gb version and expect to play new games with stable performance, and the price difference between the 750ti 2gb version and the 950 2gb is a minor one while the performance difference is considerable.
I would however try to find some fresh pre-owned graphics card if you want to save money or get more performance out of your budget.

Go for the 960, if you have even more to spare then the 970. 960 is the absolute minimum you should get. The 950 isn't worth it and won't get you guaranteed 60fps, while the 960 will.

Assuming that you'll have a crappy CPU and shitty everything else, you can remove like 5 fps from each line on the graph for your intended build.
My 760 can't even pull 1080p/60fps without lowering the draw distance to San Andreas levels among other settings. Good luck with all that.

I was able to get a 970 from jet for $250 a little while back. I've been doing 1440 at 60fps. I couldn't get anything better because I'm using a work station pc with a shitty psu but I'm certainly not unhappy with my purchase.
