As a director? Maybe. Lucas hates directing, he never wanted to direct the prequels even, people just kept turning him down and giving bullshit responses like "you should do it yourself George, believe in yourself bruh" thinking they were helping him out like it was some faggy anime or some shit.
But Lucas is still a valuable creative asset, they should have let him work with a team to refine his ideas, that's what made the OT great. And that's what Lucas thought was going to happen, but Disney basically lied to him and just completely ignored him and locked him out of the project.
Now Star Wars is worse than ever because it has only slightly better direction but absolutely zero creativity or passion behind it.

The Republic stopped advancing in technology after awhile. It wasn't until the CIS that they started to advance again with the Death Star and eventually a far larger Star Forge with the Starkiller.
There is actually a good reason for the tech differences between the PT and OT in that while the Galactic Senate was still going on they halted all production of the majority of weapons, armor, ships, etc. because it was too costly seeing as how they weren't in war. Which seems to carry over for the most part into the ST with TFA in that the First Order is building up massive amounts of tech and funds to combat the Republic, while the Republic is now two splinter factions, the main Republic with all the funds and money doing fuck all like always and the Resistance with no money still trying to fight back with Rebellion weaponry.
