3S was poorly balanced, yes - but parrying is what it relied on for a greater sense of balance. Mastering parrying was a skill with very tight input times.

twelve isn't bad. he requires his own playstyle though, as opposed to the rest of the characters being normal and having standard combos, twelve is basically just a really fast SF2 dhalsim with the ability to fly instead of teleport. His best super is X.C.O.P.Y cause he just transforms into the opponent character but does like twice as much damage as that character and it's the longest Timed-meter super in the whole game.
Not using X.C.O.P.Y is just playing to the weirdness of twelve with pokes that go nowhere and flying around a lot. Also he can turn invisible which is like whatever cause even the twelve player can't see where he is when he's invisible.

It has nothing to do with the timeframe it covers, dipshit, it has to do with the fact that you can convert off any parry under most conditions whereas focus requires a counterhit or at least level 2, and focuses can be armor broken. 3s unavoidably punishes you for attempting offense in any way, and any random poke you throw out can be parried and punished for 20% damage. Anti airs are also useless because you can parry in the air, a completely asinine design decision, and further negating having to position yourself because everyone can jump in for free, all the time. Third strike has two positions: close enough to do jabs and shorts and have someone in the high/low/throw vortex, and far away enough to spam whiff crMP to gain meter.

k classical footsies are pokes man, and most pokes in 3S at 3-4 frames, which isn't enough time to input the parry on reaction. The problem with parrying in 3s is that you can benefit from the advantage of successfully parrying by complete accident of having pressed forward or down (say like pressing down during a hadouken or shoryuken input) and if you input the special slow enough you can get parry defense advantage by complete coincidence through inputting your special, or even walking forward for the first 5 frames you get defense - just by walking forward.
But that's balanced against the fact that if you miss your input window for parrying, you don't get to block and you take full damage cause blocking is the opposite direction.
Daily reminder 3s is only remembered cause of Daigo comeback and not much else.

You don't need to parry on reaction. Focuses don't generally happen on reaction either. The game is full of places to OS parry, safely, and get free parries into super punish combos. You're also vulnerable for a fraction of the time when doing a parry compared to a focus attack.
