So I just built a computer and chose a gtx 980 ti for my gpu because all over the internet everyone was saying that it's the most powerful card you can get, it's overkill for 1080, you'll be able to run everything 60fps no problem. Even with a 60fps cap, I'm still getting frame drops in almost every game I play. In games like far cry 3 and blood dragon, it's only mildly distracting, but in fallout 4 there are areas outside that drag me down to under 40fps even on low settings.

What are my best options here? I switched from console to PC so I would have more solid, consistent, and fluid performance but so far it seems my hardware isn't what I expected. My temperature never goes higher than 65 c and my cpu is an i7 4790k. I've been thinking about saving up for another gtx 980 ti and doing sli but I thought I'd ask opinions first. Could my problem be cpu or software settings related? Thanks in advance

I have a 970 and Fallout 4 runs like shit. Honestly it's just a very poorly optimized game. I'll get 60-75 fps with high/ultra settings in some areas and it will dive down to like 35-40 in others.

The only spot it drops below 50 is looking down from the top of trinity tower. Which doesn't really hurt the game experience, but I have non-debilitating OCD about this shit. I ended up turning a few settings down and capping my frame rate at 40, it's not bad but obviously I want the perfect ultra 60 experience

An SSD on which my OS is also stored. Blood dragon is worse, at times it seems like random short frame drops but it also happens when the action gets really hot or when there seems to be a lot of geometry in my FOV, usually just 59 for a second or less but it's distracting.

That does sound very odd. It isn't a problem of power, since PCs with like 1/4 of the power of yours can max out FC3 without a sweat.
Are you running supersampling by any chance? That's basically running the game at a higher resolution, but displaying it at 1080p, and that can take a real hit on performance. I don't know if FC3 has it, though, it should be under the anti-aliasing settings.

Sounds like your computer's on power saver or your cpu is underclocking itself due to heat issues. Did you properly install thermal paste/cooler? Check your cpu temps using an OSD so you can see exactly what it looks like when you dip in frames.

My initial thought is: shit PSU, stock clock on CPU. Overheating the card. Overheating the CPU. Shit DDR3 RAM. Bad motherboard. Bad drivers.

I have a 780ti and I run the games you mentioned at 1080/60fps no problem.

Getting another 980 won't fix it, It's not the card bottlenecking you.
If it is, your card is broken and you need to RMA it.

Fallout 4 is just really demanding/badly optimized. There's not much you can do. Multiple GPUs maybe? I don't know.
I think the most demanding settings are volumetric lighting (god rays). You could also try the dynamic shadows mod that reduces shadow draw distance when your frame rate drops, and brings it back up when your frame rate increases

And how much was that? I've seen people put an assload of the paste and even spread it around which is way unnecessary. You could put just a pea sized drip on the CPU and it spreads all around with the pressure from the cooler and it's plenty enough.

780ti/970/probably lower too has the grunt to handle godrays. They really aren't that bigger hit. It's the shadows and the fact that the city areas have no fucking occlusion panes so it just renders fucking everything meaning that in those intensive areas, your going to be making 15k+ drawcalls and that's just lunacy. Actually yeah i have a rig that can do everything fine but blood dragon and fallout 4 are choppy sometimes, i never figured out the deal, its probably bad optimization, maybe someones found a fix though

sometimes games will just happen to run like shit and i just figure it out with a quick google search, it kinda sucks but its pretty easy, but yeah those ones are kinda fucked i cant get them to run smooth at all which is why i never really played them yet. Well i played blood dragon but that was back when i had a shittier card and couldnt get flawless FPS in almost anything

You built a PC. Installed a new cooling system. And did not check the cooler was working? Since everything is working it's unlikely that you burnt out your CPU, but you could have severely degraded the performance if you've been running crazy hot.

Also, having an 800W PSU doesn't mean shit if your PC needs 801W.
In addition all PSU's are not created equal. What brand is it? What model? Some PSUs have good wattage but don't give enough amperes where needed (usually @12V) or it's very 'dirty' power and can cause exactly the problems you say.

Show me one credible source where its "kicking the shit" out of it. They are pretty much equal performance cards where 970 has advantage in 1080p and 390 in 1440p.

In both cases that advantage is not even 10% while 970 requires much less power and is way quieter which is why it ultimately won the test in the link I posted.

So my system is fairly old (maybe 5-6 years or so) and I upgraded to a not too great card but I got it for a good deal. I don't care to play new triple-A games too much but I've been playing the Witcher 3 and fuck if I can get through a city without freaking the fuck out with stuttering for a while. Would upgrading my ram fix this and if so, what kind should I get? I'm going to upgrade my entire setup in a year or so but I just want something that can keep handling things at the moment.

Ram DDR# & Frequency
Data Storage hard drive.

Everything that is now two years old is considered outdated as a product is no longer store sold. Which means whatever cost the same two years ago is now the same price to performance for the new series.
The only thing that has truly gotten better is Data Storage devices with bigger bandwidth.

Motherboards to matching CPU chipsets are important.
One X99 chipset has a $1k 8 core 3.0GHz but most motherboards for that set are still DDR3 Ram, while new Z170 gaming ones use $350 4 core 4.0(4.2)GHz DDR4. I guess because AMD has been dwarfed quite a bit now, basically it has become X99 vs Z170.

Your card is still good for another 4 years or more as it is. However your Motherboard chipset is already considered outdated in stores this year.

Your bigger issue is there's no big sale event, generally it's a good idea to buy new parts when it's something like black friday where lots of parts have big discounts.

Having some ice in your stomach and staying patient for a good deal always worked out for me, but then you are in a tricky position where you want it now. I would try to get around it by maybe borrowing a computer from a friend or at least borrowing parts, buying the chassis (that won't change anyways so might as well buy now) and assemble a kinda shitty computer with thrown together parts and then build a proper rig later on

New parts coming later this year will push down prices of current mid/high tier parts as well, so even if you don't buy the new hot shit, you'll get more for your money, that's what I like. My current gpu, 6870 1gb, was one I bought when it was one of the best mid tier gpu deals, and it still serves me well to this day, though its limitations are becoming more and more apparent so I need to upgrade later this year.

I remember back in like 200...7?8? When I built a rig and I came to the realization I didn't need to get a diskette drive anymore because everything was on cd. Now it's the dvd drive's time to take the path of the dinosaurs.

I use my computer's dvd drive maybe once in two years. So I could definitely do without.
