Old sources say yes, but newer editions slowly phased the half-eldar out. Xenology outright stated they were incompatible and described their biology, but Xenology is non-cannon (they gave Tau feet instead of hooves, for example).

Literally all of the galaxy's current problems are the Eldar's fault, and every time they try to fix those problems they just end up making things worse. Their stupidity has also pissed off humanity - the one other race in the entire galaxy that properly understands the threat of Chaos and would make a strong ally against it - beyond the point of no return. It's a good thing the other races don't know that the Eldar are responsible for Slaanesh, the Eye of Terror, and the Age of Strife, since they'd have even more reason to exterminatus these knife-eared fuck-ups.
