It's a pretty minimal weakness to anyone who knows how to play. Meanwhile Marcia's advantages are huge, and get bigger the better you are at the game.
And the worst part of this for Nephenee is that Marcia is a pretty mediocre character in RD, and Nephenee is still total shit compared to her.

Marcia has a really shit skill GR. Neph also has an easier time reaching her caps for her other skills so she can use BEXP to improve stuff like strength.
And the crossbow/bow thing makes a huge difference, especially since crossbows have really high accuracy. No real reason to use a flyer that isn't a dracoknight or Tibarn and maybe Elincia.

IIRC she has decent res and wind magic is weak so that's not a big problem. I'm just saying that she needs to watch out for crossbows, not regular bows/wind magic.
