Personally, I'd just say release order. Both 2 (which takes place immidately after the Hanzo route ) and SV (which I'm guessing takes place a few years after the Hebijo route) both start after Burst. Then EV takes place after SV.
The story, while cheesy and cliche at times; is quite compelling for a fanservice game, for the most part.
They also play slightly different than each other. Burst plays a lot like Final Fight/Streets of Rage lite, which SV plays a lot like Dynasty Warriors but with more of a focus on officer battles, 2 plays like a combination of Burst with the standard beat-em-up action and SV with 3D movement and the over-the-shoulder camera, and EV is a more refined SV.

You can try Senran Kagura Burst and Deep Crimson on 3DS but they aren't fully necessary

If you have a Vita, giving Shinovi Versus a shot wouldn't hurt if you keep in mind that Estival Versus is going to be a straight upgrade from it. If you hold out for EV it should be fine since they usually recap character backstories anyway with each title (not like there's much of a story anyway unless you play the 3DS titles).

They've been fun for me, even if I have some problems with certain things in the games.
Burst is a side-scrolling beat 'em up wish flashy combos and a couple tough fights. Only really bad part about this one is the framerate and how most of your fighting is about keeping the enemy in the air with combos as long as possible.
Versus is a 3D beat 'em up(Think Sengoku Basara for how fighting actually works) but you move from area to area until you reach a boss rather than running around chasing characters in a map. It has some major problems with all its "special" ninja enemies, but otherwise you can combo, it's flashy, and it's pretty difficult if going for the best ranks.
Just got SK2 so I have no clue yet and don't have EV.
