Yeah its not explained very well. He just says "I have reasons for wanting you dead" and then goes on about Raiden's brain implants.
Not only that but he then eggs Raiden on by telling him he killed his parents. He clearly wanted a fight. Whenever I see "Solidus was the good guy" I have to laugh considering Raiden was the one who was reluctant to fight him. He even tries to disobey his order of killing Solidus but the Patriot AI tells him that Olga's child and Rose will die if he dies.

I thought literally everything about the story was horse shit except the general idea Kojima was trying to convey and the final speech.
But I love it as a game. I love speeding through all the guards and skipping all the cutscenes.
