Why is this allowed?
GOTY has been shorthand for game + dlc for several years now. There's literally nothing stopping publishers from putting GOTY on all of their titles even if it has no normal version.

Not really, 3 is a slight improvement over 2 because you don't need to unlock things that you should have by default. But it's still bad.
TW3 isn't a bad game, there's a lot of cool stuff about it and it does tell good stories, but it has terrible gameplay.

I loved both games and was extremely hyped, unreasonably hyped, for both games, and was not disappointed with either game. But I'll say yes-- Witcher 3 is the GOTY. Bloodborne means more to Playstation so I'd probably give it Playstation and action game of the year if we were doing overall and by console.
