Problem with that is it's unrealistic, the union rules state that if you use any union actor then all of your cast need to be voiced by union actors. It's all or nothing. And if you turn your back on the union they'll blacklist you in return.
Some union actors do jobs uncredited to get around this, but that's few and far between. You couldn't possible get away with this on a mass scale during a strike.
